President & CEO
As CEO of Signature Land, Steve established and leads a successful land developing company in northeast Florida. In this role, he oversees the planning, permitting, and sale of hundreds of acres of land for single family subdivisions, multi-family housing, retail, industrial, and medical developments. One major project he promoted in Florida was the successful landing of the 2.3M square-foot Amazon.com facility on a strategically planned Signature Land site. In addition, his company built Max Leggett Parkway, improving Jacksonville City roads and accessibility in the River City Marketplace/ Jacksonville International Airport development area in North Jacksonville.
Previously, Steve was CEO of the Milestone Company of Jacksonville. He founded and managed this large civil contracting company with over 300 employees for over 11 years. As a company, his firm self-performed contracts with the City of Jacksonville, JEA, JTA and FDOT, specializing in constructing highways, roads, and utilities.
Steve is known for his national and local business reputation founded on integrity, quality, and achievement where he maintains an entrepreneurial business focus. He has been successful in project planning, bidding, management, and completion and he possesses strategic knowledge and experience in City, State, and Federal permitting/entitlements. In addition, he has expansive general/civil construction knowledge and experience in private/public projects.

With more than 20 years experience in a senior leadership role encompassing Business Operations, Real Estate Portfolio Management, Project Management, and Facilities Maintenance. Spearheaded corporate initiatives and departmental management, providing solutions to streamline corporate services. Diverse skill set contributing to overall business strategy, business development and organization operations, interfacing with executive management, contractors, consultants and suppliers.
Chief Marketing Officer
Emma Spencer brings more than a decade of expertise engaged at the highest levels with auto-manufacturers and luxury brands when it comes to planning and marketing activities. She has worked with some of the world’s most renowned brands to develop and promote their businesses across the globe.
Emma, a native of England, is widely known on both sides of the Atlantic for her experience and expertise within luxury automotive specifically and her understanding of the deep-rooted attachment between a brand and its customers. She has won numerous awards for her work advancing experiential marketing campaigns for brands such as Aston Martin, Ferrari and Rolls-Royce Motor Cars.
Before moving to the United States in 2008, Emma was an executive with a European experiential marketing agency. She founded the Interluxe Group, a experiential marketing and consulting firm, in 2010. Beyond the high-end automotive industry, the firm’s clients include aircraft manufacturers such as Flexjet and Gulfstream, as well as others in industries including the real estate, financial services, and luxury goods sector.
